Round 4 for U.S. Payroll Tax Update has released.

The changes in this 2012 tax update are Idaho and also a small correction to Connecticut, this is all a table change and no code, the documentation lists out the details of the change.

The 941 – March Hot fix has released!!!

For those GP Payroll clients who print the 941 on the preprinted form, you must update the Dynamics GP code.

There is no manual as no tax changes were reported, just a new 941 form. See below for details, install if necessary. Unfortunately, the “form” is in the code so we could not export this out as a packaged report for you to install. If you still print the actual form on a pre-printed form and need these alignment changes, then you need to install the update.

Version 10.0 build is 10.0.1841 and Version 2010 build is 11.0.1935.

941 Hot Fix - There are no calculation changes, only form layout changes. If you do not print on the actual form and line it up with a form in the printer, you should be fine by not installing this update. It will be up to you if you want to install it based on your environment. Targeted release date 3/14/2012.

There are no pending tax changes at this time that needs to release. Below are the details of the changes, this will be a CODE update/msp install that needs to go on each machine if you choose to install this update.

  • Lines 6a, 6b, 6c: These were “Reserved for future use.” These have now been removed
  • Line 6e: Total taxes before adjustments – is now renumbered to 6.
  • Lines 6-10: need to be moved up
  • Lines 10 & 11: there needs to be a space between them
  • Lines 12a – 15: need to be moved up
  • Line 17 has been renumbered to 16
  • Line 17: all checkboxes and Tax liability month boxes need to move up

The Dynamics GP Round 3 has released. Since the FICA rate cut was extended this release is not necessary for most clients. Tax tables were updated for the following:

  • Illinois
  • Missouri
  • Puerto Rico

The 941 was released this week and Microsoft is reviewing now for changes. Most likely none will be needed.

Microsoft Dynamics GP will release Round 3 as close to the end of the month as possible to ensure that they have the correct FICA rate. Expected release date is February 27th.

You can maintain and adjust the rate manually without the Tax Update as follows:

Microsoft Dynamics GP | Tools | Setup | System | Payroll Tax
Choose the code of FICAS
Click Filing Status, choose NA as the filing status
Click Tables, change the 4.2 to 6.2, essentially this is what the tax update will do too.

The 941 form hinges on this decision too and the IRS has NOT released the form yet. Once it is released, Microsoft will review changes and determine if a code change is needed to support it.
If there are 2 FICA rates in 1 quarter, yes, there will need to be a code change to support the quarter filings.

Once installed dates under Tools | Setup | Setup | Payroll tax are both 1/20/2012 if you install code and update.

The Circular E which many payroll tax departments use to verify their Federal Tax Withholding has not been released by the IRS for 2012. It is expected to be released later this month. It appears that some people are assuming that the 2011 rates should be used until the Circular E is released. That is not correct. The rates for 2012 have been released although not in the Circular E format. Dynamics GP has always used the Table Format for the calculation so 2012 is consistent with previous years. The release of the Circular E does not impact Dynamics GP code calculation.

Round 2 will be releasing later this week or early next week. This release will probably not apply to most clients. It now includes the tax tables for Non Resident Aliens (which will now be a pull down Federal Filing Status on the Employee Tax Maintenance Window and various other State tax changes (OR, CT, DE, ID, NY, OK).

Act 32 Update - All PA employers are required to withhold local tax for all PA employees. In doing this many new tax codes must be setup and assigned. There may be many methods for accomplishing this including using a third party such as the Greenshades Local W-2 solution. Any client using GP and filing their local taxes manually should consider the following method:

  • GP Local Taxes are identified by a six digit code and a Description. It just so happens that ACT 32 assigns a PSD code (6 digits) to each local taxing authority in PA which must be identified on the Residency Certification Form.
  • Our recommendation is to use the PSD code for the Local Tax Code in GP and the name of the taxing authority as the description. For instance, 631206 is Nottingham Twp. “63” is Washington Tax Collection District and “6312” is the Ringgold School District.
  • This numbering system allows the client to use the current reporting in Dynamics GP which could be modified to break on portions of the PSD Code.
  • This system also eliminates the need to cross reference existing codes with PSD codes for the reporting process.

Round 1 was released on 12/23, and is re-released today, 12/29. To check if you have the correct rate, the new date under Tools | Setup | System | Payroll Tax is 12/29/2011. If it is 12/23/2011 that is the old rate (6.2)
